搭阿聯酋 96HR過境簽疑問 - 中東

9/13即將去歐洲旅遊，
選擇搭阿聯酋航空，
順便在9/14(入境)杜拜，
預計9/17下午離開並前往歐洲
照規定我應該是可以直接申請96hr過境簽，
但昨天上去申請時，系統跳出下面提醒：
「Please note that since you are applying for a visa more than 14 days ahead o
f your scheduled date of arrival, you will be offered a Tourist Visa since a 9
6 Hour visa is only valid up to 14 Days from the date of issue.」

所以過境簽只開放出發前14天申請？
時間很靠近了有點害怕，有人沒申請過的嗎？
