覺得能源議題很重要,可是好像很硬、很難、不知道怎麼談?電影,有時候就是最好的入
口!
第三屆的「核電影」除了核電議題外,選片也包含關於氣候變遷、能源正義、綠能與能源
民主等分別來自非洲、芬蘭、澳洲、日本與台灣等地的精彩影像作品。為了讓這些電影能
讓台北以外更多關心環境議題的朋友們看見,我們將持續前兩屆的方式,透過巡迴放映與
座談的過程,將這些寶貴的環境教育資訊擴散至各地,並捲動更多不同社群對能源議題的
思考與討論。

● 《送電到砂卡礑 Light up Skadang》

被稱為黑暗部落的砂卡礑(Skadang)部落,因為一直未有電力與一般行車道路,所有的
照明需仰賴蠟燭、頭燈或是發電機,運送物資則是長期依靠流籠。然而,一次強勁的颱風
摧毀了流籠,所有的物資都需要人力搬運上山,在如此艱難的生活條件下,部落的人為何
仍留在砂卡礑生活,而為何民間團體要將電送進黑暗部落?這部記錄短片除了描述了將太
陽能發電送至部落的過程之外,更試圖呈現砂卡礑部落四百年來的遷移史與生命記憶,以
及部落被劃為國家公園範圍後所面臨的種種問題與處境。
Skadang tribe is also known as "The dark tribe", a place so isolated that
there are no roads to leading there and there is no electricity. At night,
the indigenous people there have to rely on candles, headlamps or generators.
To bring in daily supplies, their best option is a ropeway.
However, the ropeway was destroyed by a strong typhoon. Ever since that, the
locals have to hike for miles to carry their daily supplies with their own
hands. Under such harsh circumstances, why do these people still insist on
staying in Skadang? And why would a group try to build a power system there?
This short film depicts the process of people transporting and building the
solar powered system in Skadang and the 400 years of migration and memories
of the tribe. It also try to present the challenges faced by the indigenous
people after the land they have lived on for hundreds of years was declared
part of the national park by the Taiwanese government.

● 《為土地而走 Walking for Country》

《為土地而走》紀錄了澳洲當地極為獨特的反核行腳活動。這場一年一度的行動聚集了全
澳洲以及從世界各地來的民眾、環境運動者們,以長達一個月的行腳活動,穿越沙漠與曠
野,探訪鈾礦開採預定地與在地原住民部落,聆聽當地的歷史、故事與族人心聲,並以野
營的方式認識原住民的傳統領域,體驗人與人、人與自然、土地深刻相連的生活方式。
《為土地而走》在當地語言稱作「WALKATJURRA WALKABOUT」,同時是西澳洲原住民族旺
卡的重要慶典,藉其展現當地原住民族堅持反對鈾礦開採長達四十多年的堅毅力量,並在
原住民耆老的帶領、青年與孩子的參與下,持續傳遞旺卡賈的傳統精神。
WALKING FOR COUNTRY is a documentary on WALKATJURRA WALKABOUT – a
celebration of Wangkatja country and a testament to the strength of the
community who have fought to stop uranium mining at Yeelirrie, Western
Australia for over forty years.
This annual Walk enables people from all parts of the globe to come together
to share our commitment to a sustainable future without nuclear. It is a
chance to reconnect with the land, and to revive the tradition of walking for
country, with the Indigenous elders of the land.

2011年10月,當芬蘭的費諾電力公司宣布將在芬蘭北部一座城鎮—漢尼奇維(Hanhikivi
)興建核電廠時,新聞記者的鏡頭捕捉到了商人和市政府官員們歡天喜地的那一幕。這將
帶來新工作、新產業嗎?對於那些一一逃離的投資者們和技術供應商-俄羅斯國家核能公
司(Rosatom)來說,恐怕還有很長的一段路要走。
《漢娜反核日記》不只是一部關於核電的紀錄片,它更紀錄了一位平凡的普通人,是如何
投身一個無比艱鉅的挑戰。這位主人翁是漢娜,一位在每個晚上和週末和其他夥伴們花上
無數時間心力,致力於保護這片獨特自然環境的一位中學教師。
對於漢娜以及在地反核環保組織「捍衛漢尼奇維」其他的夥伴們來說,一旦參與了反核運
動,任何空閒的時間都成為了無法負荷的奢侈品。為了讓人了解她們反對核電廠的理由,
她在不同的國家之間旅行奔走,她在電視辯論現場,以精準尖銳的論點,使政府高官啞口
無言。在她讀完孩子們的睡前故事後,漢娜就會繼續在廚房使用她的電腦去保護漢奇維尼
。
「在這之前,我從來不曾參與過任何社會運動或者涉入政治。直到有一天,一個巨大深沉
的理由改變了這一切。」漢娜說。
When the Finnish power company Fennovoima announced their plans to build a
nuclear power plant in Pyhäjoki in north of Finland in October 2011, news
cameras captured ecstatically cheering businessman and a widely smiling
municipal manager. Jobs ! New businesses ! The fleeing investors and Russian
Rosatom were still a long way off.
Nuclear Neighbour isn't just a film about the nuclear plant project, where
the end justifies the means. It is also a story about a regular person's
mammoth task. This person is Hanna Halmeenpää, a teacher who volunteers her
evenings and weekends to save the unique natural environment of her home
together with her fellow activists in the Pro Hanhikivi association.
When fighting a nuclear project, free time is a luxury you can’t afford. In
promoting her cause, Hanna travels from one country to the next, poses
difficult questions to the powers that be and, during a TV debate, silences a
minister with her incisive argumentation. After reading to the children their
bedtime story, Hanna returns to her laptop in the kitchen to continue the
fight to save Hanhikivi.'I have never before been an activist or political in
any way,’ says Hanna. It takes a weighty cause to change everything.

長期以來,非洲的發展受制於其基礎建設、電力供應的不足。以烏干達為例,該國只生產
出所需電力的四分之一,使得停電成為每天的家常便飯,對國內的經濟造成劇烈衝擊。然
而,對於法國核能巨頭-阿海琺(Areva)這樣的公司來說,這是一個絕佳的商業機會。
阿海琺積極遊說,意圖在非洲興建更多的發電廠。但是這些核反應爐究竟是否安全?它們
又對當地居民意味著什麼?
自從非洲第一個研究用反應爐於 1958 年在剛果興建以來,關於其安全性的爭議便持續存
在。2007 年,該研究所負責人因非法銷售核燃料棒而被捕,然而剛果至今仍未放棄計劃
興建更多的核電廠。
在非洲興建核電廠也意味著更多的鈾礦開採,輻射汙染將危及環境與當地居民的健康。由
於部分鈾礦場區周圍的輻射劑量過高,使得當地出生嬰兒畸形的比例也急劇增加。然而,
如米薩比科這樣的反核抗議者若不是被關進監獄,就是直接被殺害。在這樣的背景之下,
本片試圖調查與揭露核工業在非洲的真實面貌。
Africa's development is being held back by its poor infrastructure and
undersize power plants. Countries like Uganda can only produce only a quarter
of the energy needed, leading to daily power cuts with disastrous impact on
the economy.
It's a golden opportunity for companies like French nuclear giant, Areva, who
lobby aggressively for more power plants in Africa. But how safe are these
new reactors? And what do they mean for the local population?
Ever since the first reactor was built in Congo in 1958, there have been
concerns about its safety. In 2007, the head of the research institute was
arrested for illegally selling nuclear fuel rods. Today Congo remains
dangerously unstable – but sees its future in atomic energy and is planning
more power stations.
In Niger, the "Uranium Highway" runs through rebel territory. A branch of
Al-Qaida is operating in this area and transporting radioactive material has
become even more dangerous since war broke out in neighbouring Mali in early
2013. Areva wants to open a new mine in the area but the opening has been
delayed by three years because of Al-Qaida attacks.
New nuclear power plants in Africa also mean more uranium mining,
contaminating the environment and endangering the local population. Radiation
levels around some mines are dangerously high and there has been a sharp
increase in birth deformities. Frequently, protesters like Golden Misabiko
are thrown into jail or even murdered. We investigate the actions of the
nuclear industry in Africa.
