DV-2013 填表問題 - 移民

有一點我比較好奇既然你配偶已是美國公民 居民也可以申請配偶
那為何不由你配偶
提出移民申請？又快又不需要抽籤

: 我看不懂 到底配偶的部分是否就算是不需要 DV visa 也還是要填入資料且上傳照片檔?
