in the early eighties.
There has not been any action on this HR3012 bill since Jan. 23, 2012
Last fall we sent the below letter related to this bill to two dozen
members of the House Judiciary Committee.
Dear Congressman Coble:
We are concerned about the legislation under consideration by the committee
today, HR3120, which, because it fails to raise the overall number of
immigrant visas available, is likely to significantly increase the wait times
for applicants of legal permanent residency from most countries, including TW
Many FAPA members come to the US as graduate students from TW to study
engineering, biotechnology, computer science, etc. and thereafter became legal
permanent residents, and eventually, American citizens. Some of them have gone
on to become entrepreneurs that have created thousands of jobs in the US,
making enormous contributions to the American economy.
If passsed into law, HR3120 would create new conditions under which the
newest generation of talented would-be immigrants from TW would likely choose
to return to TW, or to emigrate elsewhere, upon completing their degrees in
the US. Increased wait times for green cards erects significant barriers for
skilled workers from TW to remian in the US and to participate consistently
in the high-tech workforce.
FAPA supports the approach now contained in HR3146, which shifts STEM
graduates from EB-2 to a new EB-1 subcategory while exempting them from
the overall 140,000 cap on employment-based green cards. This proposal
accelerates the green card process for all employment-based applicants,
rather than benefiting those from a few select contries at the expense
of applicants of other nationalites.
We welcome Congress attempt to address the important issue of backlogs for
high-skilled employment-based immigration, and in this effort we strongly
urge the Committee to adopt the more comprehensive solution by supporting
HR3146
