Nature: Coordinate and manage quality service delivery in the Seoul, Korea or
Taipei, Taiwan Field Offices. Supervise the work of Integration Counsellors
and project staff, as well as provide services to clients as needed.
Duties:
- Research, identify and set up an overseas field office in Seoul or Taipei
to ensure an efficient office environment for service delivery;
- Develop office procedures, policies and operating guideline to efficient
operation;
- Formulate strategies to achieve measurable objectives and outcomes;
- Develop and monitor implementation plans aimed at achieving cost-effective
results;
- Establish and enhance networks with government departments, community
partners, employers and professional bodies for coordinating all available
services for clients;
- Hire and supervise Field Office staff to oversee their service delivery and
caseload by providing regular consultation and supervision;
- Coordinate staff development for all assigned field operations staff to
encourage greater professionalism of services;
- Ensure close cooperation between staff to ensure a consistently high level
of service delivery;
- Conduct staff performance appraisal and regular team meetings;
- Prepare and submit funding reports as required;
- Submit reports to Project Manager in Vancouver for consolidation;
- Keep the Project Manager informed of issues, concerns and program needs;
- Authorize all purchase orders submitted by the Integration Counsellors
- Assist in budget development and program implementation by recommending and
monitoring program expenditures within the assigned field operational area of
responsibility;
- Liaise with regulatory bodies in different provinces to keep update on the
changes in regulations;
- Other duties as assigned by the Project Manager.
Qualifications:
- A Bachelor degree in social science or equivalent;
- Minimum one year of management and supervisory experience;
- Solid knowledge of community resources and immigrant settlement issues;
- Experience in delivering settlement and employment services;
- Experience with developing and managing government funded programs;
- Excellent interpersonal skills and a good team player;
- Proven organizational and administrative skills;
- Work independently with minimal supervision;
- Fluent in English, second language (Mandarin or Korean) essential; and
- Local working experience a definite asset.
Duration: 1-2 years contract (subject to funding approval)
Salary: $28 to $30 per hour (subject to funding approval)
Relocation allowance and post living allowance (subject to funding approval)
