出生證明 英文版偏戶戶籍謄本RFE

辦理F2A移民目前走CR流程，當初送上戶政事務所英文版偏戶戶籍謄本影本但收到RFE文件
(申請時跟戶政溝通說要"原始"的但戶政說沒有原始的英文版，最後用上的是出生時的戶
籍地址)，有幾點希望能跟大家請教:
1. RFE上說If the certificate is a photocopy of the certified original
document, it must come from the issuing government authority and it must
contain annotation by the issuing authority indicating that it is an extract
from the official records.
是否問題出在我送上的是自己的掃描影印版而非戶政的影本呢?
這個加註(it is an extract from the official records)我並沒有在戶籍謄
本上找到，要如何因應?

網頁上提到台灣應該要有
A properly certified extract will have a statement stamped on it, and
will be impressed with the seal of the household registration in red ink. 請問
這個中文名詞跟戶政溝通的嗎?
3. 上述網頁也提到Immigrant visa applicants are required to submit a
current household registration record, as well as a birth certificate.
Applicants who are unable to obtain their birth certificate may provide their
original household registration record as an alternative to the birth
certificate requirement. 根據上次跟戶政溝通的結果並沒有原始的英文版戶籍謄本，
戶政認為的原始戶籍謄本是個手抄影印版，版上大家說有原始英文戶籍謄本請問是怎樣跟
戶政拿到的呢?
4. 戶政事務所有中文版的出生證明，是否應申請這個然後翻譯再找法院公證及外交
部認證呢? 或是有其他建議?
