It can be, but only at very late night.
However, I doubt if there are many people want to watch those.
In normal time, it is possible to see some nakedness on some TV programmes,
depending on situation.
Nakedness is nothing, to most of the educated people.
I guess you are confused of the definition of 'an open mind'.
To keep an open mind doesn't mean you have to do everything or accept every
manner.
To keep an open mind doesn't mean you will have sex with many people.
To keep an open mind includes listening to an individual and respecting their
thinking, decision and manners that under protection of laws and not affect
the others.
So, in some countries where people used to have open mind, for example
if you say I don't want to drink more, nobody will give you more;
if you say I got to go home by 10pm, nobody will keep you until 10.10pm;
if you don't have sex with anybody for ten years, nobody will laugh at you;
if you do have sex with many people, nobody will say anything against you;
if you like to use condom, use it then;
if you don't like to use a condom, but like to use two, get on with it;
you can wear as less as you can, or as much as you can, suppose you don't
wear a bomb;
you can kiss in the street at any time, but do not block the road;
...
All of them are basically up to you, or somebody, suppose you don't make
anybody unhappy; that is your human right.
So, please, do not mess them up, else you won't see the truth and the beauty
of the European culture. I would suggest do not refer to anybody whatever
'playboy', 'playgirl', etc. These are disapproval terms. Their manners
do not affect your life, and you would be criticising others privacy...
Also, there is no limitation under protection of laws. You will never get
a reliable answer for the question.
