紐西蘭租車保險問題 - 紐西蘭

各位好：

詢問關於在紐西蘭租車的問題，
有看到一條保險除外條款是這樣寫的：

In the event that the driver is charged with an offence
as a result of an accident, the hirer's liability is
increased by $10,000

請問這條款的意思是??駕駛在車禍事件中有犯罪行為，
會使租車人的責任款增加到$10000，

但這裡有個疑問，所謂犯罪是指只要被警察開罰單就會造成保險除外嗎??
若是因為Give way問題或超速等行為也會造成保險除外嗎??
