請問關於綠卡過期 - 移民

以下是我舅舅遇到的問題：

他現在人在台灣，但他抵台後才發現他的綠卡已經過期了(二月過期)。

但不知如何在非美國境內申請延期的方式，他只知道在美國境內的延期方式。

接著跑了一趟AIT 高雄分處，對方說把問題e-mail寄給他。

之後回信的內容是：

This is in response to your email of March 27, 2012.

A lawful permanent resident, commonly known as green card bearer, can apply
for admission at the U.S. port of entry by presenting an expired 10-year
Form I-551, popularly known as green card, in lieu of a valid visa as long as
they are returning from a temporary absence abroad less than 12 moths. If you
meet situation mentioned, you will be eligible to take this option.

If you need to visit our AIT-Kaohsiung office, you may need to visit our
website at http://ait.org.tw for further information about their appointment
procedure.

我舅舅一直嚷著要預約預約，不過我不知道是要和誰預約……

致電去AIT也是進入語音信箱，目前google到相關訊息是無限的表格地獄。

網路上查到有：

若你人不在美國，且已離開美國一年以上，而且沒有事先申請 Re-Entry Permit 才離美
的話，或甚至有申請但已到期，
這時可以到你所在地的美國大使館申請SB-1 Visa，當然有一些要件必需符合。

不知道這跟綠卡過期要在美國境外申請延期有沒有關聯？

不能在綠卡到期之前趕回美國的。
應提前設法聯系當地的美使領館，移民局和海關。

這個剛試過，得到了是一封填表格的信。

目前一籌莫展，舅舅的機票是3月29號，請問有沒有人知道該怎麼處理這樣的問題？
