When I said 'try to do' something, that means that can be a non-successful
job or never achieved. However, they just have to do it.
This will be very different from trying not to satisfy the people.
If you don't believe, just try it then you will know.
In the reality, those leaders got to gather information from every possible
channels, surely including the people, then they can work out their decisions.
They may still make mistake, but, yes, they are trying.

This is not a joke. This is true.
If your cities become a dark hell, no water, no food, your people won't
forgive your kindness. This is cruel and nobody, even you, will be so stupid
to wait to see the day coming.
Of course they won't tell you so in the public, because they need my vote and
also yours.
You can also tell them, hey, you start 'a joke'...
They will then tell themselves, yes, I am going to start a joke, and
I know why. Then they start to defend...
