In fact, the situations of Japan and Germany were very different.
In Europe, Hilter did not actually surrender the Allies, even the Allies
had already invaded Germany, the war did not end until his suicide.
Before the war ended, there were some German teenages were push onto
the frontlines...

For Japan, the Allies have never landed on Japan mainland until the Japanese
surrendered. The real reasons drove their surrendering were the atom bombs and
USSR's war declaration. Under such situation, the empire was quite clever
to surrender immediately, because that was the real hopeless timing.
Compare to German, Japanese were not that stupid.

You can always blame Japanese declared war in the Asia-Pacific was a mistake.
However, it is quite unfair to blame why Japanese did not surrender earlier
under the situation that their mainland still not yet been landed and occupied.
Similarly, earlier in the WWII, the Great Britain was seriously bombed by
German airforce. The British PM said 'I shall never surrender.'
Should he be blamed for the same reason?

It is a quite stupid attack style.
However, if a suicide fighter plane can sunk or damage a war ship or an
aircraft, that means the ship do not do proper defence.
The real situation was Japan sent few or a few fighters to bomb the US ships.
The fighters carried fuel only for onwards trip and lots of bombs.
However, not every fighter could successfully approach the ships under the
fires. Even a fighter successfully hits on the ship, it can seriously damage
the ship, but can hardly sunk the ship.
For a captain of a war ship, there is nothing more terrible than the ship
was sunk.

Also, I think this cannot be classified as a sort of terror like 911.
That was actually between regular forces of two countries involved in a war.
And that was not the only example of suicide attack in WWII.
