Andrew Gray, former director of IWGIA, considers the experience of being colonized peoples as fundamental to indigenous identity. For him, the concept of indigenous “refers to the quality of a people relating their identity to a particular area and distinguishing them culturally from other, ‘alien’ peoples who came to the territory subsequently. These indigenous peoples are ‘colonized’ in the sense of being disadvantaged and discriminated against. Their right to self-determination is their way of overcoming these obstacles” (1995: 37)
And anthropologist Alan Barnard adds an additional perspective when writing: “The acceptable point about the classification of peoples as ‘indigenous’ is not that they pre-dated other peoples, but that they pre-date state formation established to protect such other peoples.” (2004: 19)
Thus, it is ultimately the relationship with the state and the people who control the state that lies at the root of the matter. In South and Southeast Asia, the relationship with the States has long been key in defining the identity of peoples. James Scott’s thought-provoking article “Hill And Valley in Southeast Asia… or Why the Stat is the Enemy of People who Move Around…” basically argues that the presence of two fundamentally different forms of societies in Southeast Asia– states in the valleys and along the coast, ‘tribal’ in the hills and forested interiors – have evolved not simply as a result of the geographical isolation of the latter (“civilization didn’t reach them”), but is a result of choice. As he convincingly demonstrated, there has always been intensive interaction and movement of people back and forth between the hills and valleys.
