The Ministry of Education plans to hold a national education conference next year to examine the problems and issues in the country’s education system. It is indeed important, at this time, to make a general survey of the educational problems facing this country now in order to find out where improvements are needed.
China is one of the countries of the world that put an extremely high value on education. The nation had government agencies concerned exclusively with educational affairs even before the time of Confucius. And universities have existed in China since the first century A.D.
Education has been high on the list of the Republic of China government’s priorities since it moved its seat from the mainland to Taiwan. Over the past few decades, local universities have turned out numerous scholars, experts and professionals. Many of them have furthered their education abroad. The government budget allocated for education has been increasing steadily over the years.
The commitment to education has produced impressive results, which have evident especially in the economic sphere. Improved education of the local population has been the driving force behind the spectacular progress of the Taiwan economy over the past four decades.
It would not be an exaggeration to say that the so-called “Taiwan experience” –Taiwan’s successful development into an economically advanced and politically democratic country –has been due largely to the emphasis the government has placed on providing the people with a good education. Any yet it must be pointed out that, despite its success, education in this country has had its negative side.
The major flaw in the current system is the overly pragmatic tendencies in making educational polices and the neglect of moral and spiritual values, a practice based chiefly on imported educational theories.
Our schools, generally speaki8ng, are oriented toward turning out experts and professionals who can help the economy of the country, and are less concerned with how to develop morally good individuals with a deep sense of responsibility for their country and society. This is why, despite the affluent lifestyle we now have, we are worried about crime, pollution, and corruption.
In the past few years the government has been particularly devoted to political reform. A series of major changes have been implemented in the political system, especially the Constitution.
By contrast, little attention has been given to educational improvement. What little effort devoted to improving the educational system has been limited to the mechanics of education. No major changes have been made in the fundamental principle followed in making educational policy.
It is time for the government overhaul its educational policy and the country’s educational system. Above all, we hope that the government will start to make educational policies in keeping with our won culture and tradition.
