In Taiwan, referendums were previously held at the local level. Residents were asked to decide on issues affecting their area, such as the construction of a new garbage incinerator. A nationwide referendum is run on the same principles. The only difference is that it puts forward a question that concerns everyone in the country. The passage of the Referendum Law in late 2003 paved the way for Taiwan’s nationwide vote in 2004.
In theory, a referendum returns democracy to the grassroots─average people who might otherwise have little interest in politics or elections. With important decisions that are likely to affect everybody, referendums give the public the opportunity to express their opinions directly.

在台灣,公投最早是地方在舉辦的。人民用公投的方式,決定影響他們居住區域的議題,例如新的垃圾焚化爐的建設與否。而全國性的公投,也是在同樣一個原則下進行。唯一的不同是,提出的問題是涉及到國家內的每一個人。2003年尾,公投法的通過,為2004年的第一次全民公投鋪路。

在台灣,公投以前舉行,在地方一級。居民被要求作出決定的問題影響他們的地區,如建造一座新的垃圾焚燒爐。一個全國性公投是運行相同的原則。唯一的區別是,它提出了一個問題的關注,大家都在該國。通過的公投法,在2003年年底鋪平了道路,台灣的全國投票在2004年。
在理論上,全民投票的回報民主到基層─平均人誰否則可能沒有多大興趣在政治或選舉。與重要的決定,有可能影響到每一個人,公投,讓市民有機會表達他們的意見直接。
